On the eve of Christmas, in the heart of Central Park, Paddy Moran, a man without a home, crosses paths with Billy, an orphan with a mission to fulfill his mother’s dying wish: to craft the ultimate snowman. That night, Paddy confides in Billy about his valuable heirloom hat. Come morning, Paddy finds himself alone; Billy and the hat have vanished.

Paddy’s plight reaches Officer Jones, who shows little sympathy, and Dot Blackwell, a social worker on a quest to find Billy, who’s fled from Florida. Paddy shares the secret of the hat: it carries a spell that bestows magic and a wish every fifty years on Christmas Eve. This year marks the half-century, and Paddy’s wish is to reconcile with his lost daughter.

Dot and Paddy form an alliance to retrieve Billy and the hat. Meanwhile, Billy, unsuccessful in pawning the hat, is caught in a sudden snowfall. He constructs a snowman, crowning it with the hat, and names it Frosty. To Billy’s wonder, Frosty springs to life, guiding him on a whimsical journey through New York’s streets. They dodge Officer Jones’s attempts at capture and retreat to Central Park, where Dot, Paddy, and Jones finally converge.

In a twist of fate, Frosty consents to return the hat, enabling Paddy to make his wish. As the clock strikes midnight, Paddy’s wish unveils a miraculous truth: Billy is his grandson. Their reunion breathes life back into Frosty, a testament to the enchanting power of family love during Christmas.
